I think there should be ONE warning.  If it happens again, call the parent to remove the child.  Sorry, but I don't think other kids should be victimized by a 4 year old who is old enough to understand. If he can't even behave over the course of a couple of hours, the parent clearly has problems that you can't solve.</description>

If the parent gives permission for some sort of discipline then the worker should give one warning then remove the child from the others, make him stay by himself.

I would talk to the boy's parents, then let them know in no uncertain terms that if this happens again the boy will no longer be accepted. Other children must be made to feel safe.</description>
